Job Description
GENERAL DESCRIPTION
Under direct supervision of the Director of Planning, manages and coordinates the Tribal Master plan including administering State and Federal grants and helping establish the Planning Department’s policies and procedures. Maintains confidentiality of all privileged information.

NATURE OF WORK
ESSENTIAL FUNCTIONS
• Administers all Transportation and Planning Federal and State grants.
• Helps to modernize and organize the planning department.
• Ensures that the administrative needs of the planning department are met.
• Serves as the contact point for the Planning Department for visitors.
• Answers incoming telephone calls, determines purpose of calls, and forwards calls to appropriate personnel or department, ensuring professional telephone etiquette.
• Screens incoming calls and correspondence; exercises judgment and responds accordingly.

• Records and delivers messages or transfers calls to voice mail when appropriate.
• Welcomes visitors, determines nature of business, and announces visitors to appropriate personnel, maintaining professional and courteous demeanor.
• Assists with obtaining mapping or data needs of the consultants or Tribal Departments for the completion of Master Plan.
• Assists with implementation strategies and establishment of any necessary policies for enforcement of the Master Plan.
• Administers the accounting paperwork necessary for the HUD-RHED and EDI grants, payroll and other billings.
• Assists the Director in all written correspondence, coordination of meeting, taking notes, ensuring minutes and agendas are completed and distributed.
• Ensures the office is managed and stocked with necessary supplies.
• Researches and applies for additional grants for the Planning Department.
• Performs other duties as required.

• Knowledge of economic development and planning methods, techniques, and procedures.
• Knowledge of research methodologies and data analysis, policy development, and synthesis of complex planning issues.
• Knowledge of the techniques of planning research and its application to general and specific urban/regional planning studies and projects.
• Knowledge of business English, proper spelling, grammar, punctuation, and basic arithmetic.
• Ability to communicate effectively in the English language both verbally and in writing.
• Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels.
• Ability to maintain confidentiality.
• Ability to analyze situations and adopt appropriate courses of action.

• Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, Access, and presentation software (such as PowerPoint).

MINIMUM QUALIFICATIONS
EDUCATION & EXPERIENCE
Bachelor’s Degree in Business Administration, Management, Urban/Rural Planning, or related field with three years’ experience in planning or related field; or equivalent combination of education and experience. Current valid New Mexico Driver’s License. Must be able to successfully pass a pre-employment drug/alcohol screen and background investigation.
Physical Demands:
While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to walk. The employee occasionally is required to stand; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds.
Work Environment:
Work is generally performed in an office setting with a moderate noise level. Evening and/or weekend work may be required.
